This low angle shot and the blue effects shows that the lights are brightening for the streets and motorway in order for the vehicles and trucks to see. The reason why lights are turned on and installed is because its too dark and none of the vehicles can't see where they are going.

The light poles and the vehicles flashes lights during night time so that they can see where they going incase of not crashing or hitting something. Its because they will cause injuries and death if theres any accidents happening on the streets.

The low angle shot was taken from a surveillance security camera installed on top of the traffic light. The reason why security cameras are installed on traffic lights is because it is operating for vehicles driving past red lights or if theres any accident happening on the streets.

The man brings his microphone and the instruments on the middle of the road just to distract the drivers and avoiding car accident during night time. It shows that this is an open angle shot because its illegal to perform on streets which that man is trying to rob or steal money from drivers going past him.
